The DOD, GSA and NASA have formed a joint proposal which would potentially threaten the small business federal contracting opportunities. If the proposal were to pass, the contracting officer would be required to submit a report explaining why they want to purchase from a noncontracted small business, instead of one that is already under an existing contract. The time and effort will likely steer many officers away from pursuing newer small businesses.
