Transformation Twenty-One Total Technology Next Generation (T4NG)Request for ProposalVA118-15-R-0558November 19, 2014The purpose of this posting is to publish the Request for Proposal (RFP) for the Transformation Twenty-One Total Technology Next Generation (T4NG) Program. The Request for Information (RFI), pre-solicitation notices, including Synopsis, were released under RFI Number VA118-14-I-0558. In response to the RFP issued, the Government will accept questions submitted to [email protected] by November 24, 2014 at 12:00PM EST. The subject line should clearly read: "Question in response to T4NG RFP". For planning purposes, the Government requests that potential Offerors who intend to submit prime proposals in response to the T4NG RFP notify the Government via email at [email protected] by November 24, 2014 at 12:00PM EST. The subject line should clearly read: "T4NG Intent to Bid". Any statement submitted by potential Offerors will be treated on a non-attribution basis and considered source selection sensitive. NOTICE: Due to Industry feedback and further reviews, there have been changes made to the final version of the solicitation. Please ensure you review the final version of the solicitation thoroughly and in its entirety. The Offeror's proposal shall be submitted electronically, no later than 5:00pm EST on December 19, 2014, via VOA in the files set forth below. The Offeror's proposal shall consist of seven volumes. The Volumes are I -Technical, II - Past Performance, III - Veterans Involvement, IV - Veterans Employment, V -Small Business Participation Commitment, VI - Price and VII - Solicitation, Offer and Award Documents and Certifications/Representations. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited and any information contained within those hyperlinks will not be evaluated. File sizes shall not exceed 100MB. The web address for the VOA site is https://www.voa.va.gov/. Offerors will be required to be registered users on the VOA website in order to submit proposals. Once Offerors are registered, Offerors can click on the Proposal Dashboard link and within that link click on Add Proposal to open up the form to upload files. The Proposal Type drop down field should be changed to VA118-15-R-0558 to reflect the solicitation being proposed against. For registration or technical issues concerning proposal submission, contact [email protected]. WARNING: Please do not wait until the last minute to submit your proposals! Late proposals will not be accepted for evaluation. To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. Please be advised that timeliness is determined by the date and time an Offeror's proposal is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.Administrative questions regarding this RFP should be submitted in writing to the T4NG dedicated mailbox at [email protected]@va.gov
